RESUMEN: Con el cambio de Estado benefactor a neoliberal, la política de vivienda en México se transformó de manera significativa, esto se puede observar en las nuevas funciones del Estado y el papel protagónico de los actores privados. El objetivo de este trabajo es analizar los efectos de la política de vivienda bajo los principios del Estado Neoliberal en el crecimiento urbano del municipio de Zinacantepec, durante el periodo 2000-2018. Se hizo uso de técnicas documentales, bibliográficas y bases de datos oficiales, así como de recorridos de campo para contrastar el número de conjuntos urbanos construidos en el municipio con lo reportado por la Dirección de Desarrollo Urbano estatal y municipal. Se constató que el crecimiento urbano y demográfico de este municipio, respondió a la lógica del mercado y no a las necesidades de la población, además de provocar asentamientos humanos periféricos, fragmentados y carentes del equipamiento urbano.

Effects of Neoliberal Policy on the Production of Housing Zinacantepec, State of Mexico
ABSTRACT: With the change from welfare to neo-liberal state, housing policy in Mexico was significantly transformed, as can be seen in the new roles of the state and the leading role of private actors. The aim of this work is to analyze the effects of housing policy under the principles of the neoliberal state in the urban growth of the municipality of Zinacantepec during the period of 2000-2018. This was done with the use of documentary techniques, literature and official databases, as well a field studies to contrast the number of urban complexes built in the town with what has been reported by the Directorate of Urban Development at the state and municipal levels. It was found that the urban growth and population of this municipality responded to the logic of the market and not to the needs of the population. In addition, this causes peripheral settlements to become fragmented and devoid of urban facilities.
