Cincuenta años dos caminos: políticas habitacionales en las ciudades de La Habana y Bogotá 1950/2000

RESUMEN Las ciudades de América Latina, a pesar de tener un origen común, presentan una alta diversidad dados sus contextos sociales y políticos, al punto de crecer y consolidarse de manera particular y diferenciada, siendo definitivas las políticas públicas en materia habitacional. En este artículo se comparan las ciudades de La Habana y Bogotá, en un lapso de tiempo de cincuenta años, buscando sus similitudes y diferencias, para así encontrar las razones que determinaron sus actuales tendencias y roles como ciudades capitales. De cada una de ellas se exploró cómo las determinantes sociales, políticas, económicas, culturales y ambientales, incidieron a través del tiempo en la conformación del perfil de estos centros urbanos. Para concluir cómo las políticas públicas y, en algunos casos, las iniciativas privadas, logran establecer un tipo de desarrollo urbano, pre definiendo así una identidad urbana particular.

Fifty Years Two Roads: Housing Policies in the Cities of Havana and Bogotá 1950/2000
ABSTRACT: The cities of Latin America, despite having a common origin, have a high diversity given their social and political contexts, to the point of growing and consolidating in a particular and differentiated manner, with public policies on housing matters being definitive. This article compares the cities of Havana and Bogotá, over a period of fifty years, looking for their similarities and differences, in order to find the reasons that determined their current trends and roles as capital cities. From each of them, it was explored how the social, political, economic, cultural and environmental determinants influenced over time the conformation of the profile of these urban centers. To conclude how public policies and, in some cases, private initiatives, manage to establish a type of urban development, thus predefining a particular urban identity.
