Este artículo expresa la necesidad de tomar en cuenta los valores que caracterizan una metrópolis como La Habana. Sigue los principios del planeamiento conservativo y, por tanto, subraya el papel de la cultura y el patrimonio en el planeamiento y diseño urbanos. Es parte de las conclusiones derivadas de décadas de estudiar La Habana, principalmente desde el punto de vista de la teoría del urbanismo y la conservación. Los estudios mencionados han sido actualizados a partir de las tendencias recientes expresadas en Hábitat III, al igual que en el Congreso Megalópolis. Resiliencia en la gran urbe, en que la autora participó en representación de ICOMOS.
