Proceso Analítico Jerárquico. Herramienta para la gestión del ordenamiento urbano-ambiental en el eje Luaces de Camagüey

RESUMEN: El Proceso Analítico Jerárquico es una herramienta que permite determinar la intensidad de la interrelación entre elementos en una jerarquía, de utilidad para la toma de decisiones. En esta investigación se utiliza dicha herramienta para proponer acciones para el ordenamiento urbano ambiental en un eje urbano del centro histórico de Camagüey. Se emplean métodos teóricos y empíricos, estos últimos incluyen la observación no estructurada. Se utilizan también las técnicas del cuestionario y la entrevista a especialistas, así como el método de expertos en su variante Delphi, cuyos resultados se procesan mediante métodos estadísticos. El resultado incluye una propuesta de acciones para el eje Luaces, la que establece prioridades por etapas. La propuesta contribuye a organizar el proceso de intervención en el eje, favoreciendo el bienestar de la población, el mejoramiento de la imagen urbana, el manejo adecuado de los recursos y el rescate de los valores patrimoniales.
Hierarchical Analytic Process. Tool for the Administration of the Urban-Environmental Order in the Axis Luaces of Camagüey
ABSTRACT: The Hierarchical Analytical Process is a tool that allows to determine the intensity of the interrelation between elements in a hierarchy, it useful for decision making. In this research, this tool is used to propose actions for the urban environmental ordering in an urban axis of the historic center of Camagüey. Theoretical and empirical methods are employed, the latter include unstructured observation. The techniques of the questionnaire and the interview with specialists are also used, as well as the method of experts in its Delphi variant, whose results are processed by statistical methods. The result includes a proposal of actions for the Luaces axis, which establishes priorities by stages. The proposal helps to organize the intervention process in the axis, favoring the well-being of the population, the improvement of the urban image, the adequate management of resources and the rescue of heritage values.
