ABSTRACT: Tourism is an important industry within the
economic activities of the commune of Fort-de-France
(Martinique) and the tourist development of its city
center. This development requires new proposals for
strategic development and management of its tourist
resources with a vision towards a viable future. This
paper proposes a theoretical-practical instrument to
classify and evaluate tourism resources of said center
based on existing models. This instrument points to
sustainable development of the area within short-,
médium- and long-term time planning. Its application
allowed the verification and validation of the instruments
to evaluate the potential and real tourist territorial
resources, with the panel of transdisciplinary actors. We
contrast pertinent variables with the actual condition of
Fort-de-France as a starting point for effective change.
