Comportamiento de la dimensión ambiental y energética de los municipios participantes del Proyecto Hábitat 2

RESUMEN: El Proyecto Hábitat 2 forma parte de las acciones de colaboración entre la Universidad Central de Las Villas, y la Agencia Suiza para el Desarrollo y la Cooperación (COSUDE), para contribuir a la gobernabilidad local en la gestión y el mejoramiento del hábitat. Se desarrollaron herramientas para el diagnóstico integral del hábitat en los diez municipios participantes, atendiendo a siete dimensiones identificadas, con sus correspondientes indicadores. Este trabajo se centra en el diagnóstico de la dimensión ambiental y energética, y se propone comparar los resultados obtenidos en seis de los municipios, con vistas a establecer acciones demostrativas locales (ADL) para la solución de los problemas detectados. Se ofrecen detalles de la aplicación de la herramienta utilizada, así como los resultados del diagnóstico y la evaluación en los municipios seleccionados, que en todos los casos es de Regular, comprobándose que no existe correspondencia entre las ADL y las realidades ambientales y energéticas encontradas.
ABSTRACT: The Habitat 2 Project is part of the collaborative actions between the Universidad Central de Las Villas, and the Swiss Agency for Development and Cooperation (COSUDE), to contribute to local governance in the management and improvement of the habitat. Tools for the integral diagnosis of the habitat were developed in the ten participating municipalities, based on seven identified dimensions, with their corresponding indicators. This work focuses on the diagnosis of the environmental and energy dimension, with the porpoise to compare the results obtained in six of the municipalities, with a view to establishing local demonstrative actions (ADL) to solve the problems detected. Details of the application of the tool used are provided, as well as the results of the diagnosis and evaluation in the selected municipalities, (Average in all cases), proving that there is no correspondence between the ADL and the environmental and energy realities found.
