Gestión de la vivienda a partir de subsidios. Barrio La Laguna, Sagua la Grande, Cuba. Experiencias de intervención

RESUMEN: En Cuba, desde el triunfo de la Revolución, se han realizado esfuerzos por satisfacer las demandas habitacionales. Una de las últimas políticas al respecto es la ley para el otorgamiento y ejecución de subsidios para casos sociales críticos. Pese al impacto social de esta ley, los ejemplos desarrollados a partir de su implementación no resultan del todo satisfactorios. La ciudad de Sagua la Grande es ejemplo de la aplicación de esta política. Un alto porcentaje de la ciudad se encuentra diagnosticado como zona crítica para el hábitat. En una de estas zonas se incluye el barrio La Laguna. El objetivo del trabajo parte de la necesidad de articular de diferentes métodos utilizados por las instituciones de forma aislada, lo que permitió desarrollar un proceso de abordaje para la gestión e intervención de un grupo de viviendas a partir del otorgamiento de subsidios desde una perspectiva participativa, integral y sostenible.
ABSTRACT: In Cuba, since the triumph of the Revolution, efforts have been made to meet housing demands. One of the latest policies in this regard is the law for granting and executing subsidies for critical social cases. Despite the social impact of this law, the examples developed from its implementation are not entirely satisfactory. The city of Sagua la Grande is an example of the application of this policy. A high percentage of the city is diagnosed as a critical area for the habitat. In one of these areas, the La Laguna neighborhood is included. The objective of the work is based on the articulation of different methods used by the institutions, in isolation; which allowed to develop a process of approach for the management and intervention of a group of houses from the granting of subsidies from a participatory, integral and sustainable perspective.
