Desarrollo sistémico de la política de vivienda en Cuba
Abstract
ResumenLa vivienda constituye una importante prioridad, tanto para la
población como para la sociedad en su conjunto y para la
ciudad. El Estado cubano se propone que cada familia ocupe
una vivienda adecuada. Pero la vivienda no puede considerarse
un hecho aislado, deberá enfocarse como un sistema que logre
la interrelación adecuada entre las políticas sociales,
económicas, territoriales, constructivas y ambientales, entre
otras, buscando un desarrollo sustentable. A pesar de los logros
alcanzados, las políticas y estrategias habitacionales aplicadas
en el país han carecido de un enfoque sistémico que integre,
además, los diferentes elementos financieros, materiales y
humanos, cuya influencia será determinante en el éxito de las
mismas. El trabajo plantea la necesidad y posibilidad de lograr
un desarrollo sistémico de la política de vivienda, haciendo
énfasis en su carácter multidimensional, multidisciplinario y
multiactoral y propone una metodología con ese fin con su
proceso de aplicación.
