Reflexiones en torno a las transformaciones de waterfronts contemporáneas
Abstract
RESUMEN: En los decenios recientes, muchas ciudades portuarias toman el desafío de “reconquistar” sus waterfronts. En este contexto, el presente artículo se propone analizar críticamente el estudio de las transformaciones ribereñas contemporáneas, a fin de reflexionar y contribuir al debate sobre las políticas de intervención de estos espacios territoriales. La investigación se realiza desde una metodología principalmente cualitativa, utilizando el análisis crítico-interpretativo de los estudios de caso. El análisis de los mismos nos posibilita identificar tendencias presentes en los procesos de transformación territorial contemporánea; por ejemplo, los casos que presentan una mayor integración ciudad-puerto-agua son aquellos en donde la planificación pública ̶ articulada en los diversos niveles estatales ̶ ha estado presente en todo el proceso. Asimismo, se identifica el rol central que presenta la comunidad local en estas trasformaciones, a fin de integrar tanto los diferentes intereses presentes -aun cuando resulten contradictorios entre sí-, como también articular la identidad local con las potencialidades contemporáneas.

ABSTRACT: In recent decades, many port cities have become actively involved in regaining their waterfronts. This article critically analyzes the contemporary study of coastal changes so that it might contribute to the debate on intervention policies of these spaces. It uses primarily qualitative methodology that draws on a critical - interpretive analysis of case studies. Findings show that those city-water front sites engaged in a public planning process that spans multiple levels of government will have better protected waterfronts Local communities and civic groups play a vital role in ensuring these transformations. Different interests, ̶ even when they are contradictory ̶ , can be integrated into the planning process in order to safeguard local identity.
