Una mirada a la vivienda, su contexto macroeconómico y su política en la economía social de mercado y en Cuba
Abstract
Resumen: Se ofrece una visión general del
contexto macroeconómico de la vivienda
y algunos aspectos generales de su política
y objetivos, así como el lugar que ocupa
en diferentes sistemas socioeconómicos.
Se identifican cuatro grupos de variables
para facilitar el análisis del manejo de
la vivienda en Cuba: tenencia, derechos
y deberes inherentes en las diferentes
formas de posesión y aspectos legales;
provisión del suelo, como elemento suelto;
promoción, producción y distribución y el
financiamiento, los subsidios y pago. Se
explican medidas revolucionarias en la
política de la vivienda y se analizan los
resultados y contradicciones que prevalecen
hoy. Se exponen resultados de una encuesta
a expertos en vivienda de Cuba realizada
por el autor que serán confrontados con el
nuevo orden económico introducido por los
lineamientos del 6to Congreso del Partido.

A Housing Overview: its macroeconomic
context and its economic policy
in the Cuban social market
Abstract: A general overview on the
macroeconomic context of housing, as
well as general aspects on housing policy
and goals are shown in the paper together
with their position in different socio-economic
systems. Four different sets of variables were
identified to make the Cuban housing system
possible. These are: tenure, including rights
and responsibilities inherent to different
forms of possession and other legal aspects;
land supply, an important element in housing
production as a separate element; promotion,
production and distribution as one group and
lastly, financing, subsidies and payment.
The paper also refers to the revolutionary
housing policy measures taken and analyzes
today’s outcomes and contradictions in
housing. Some selected results of a recently
carried out survey among Cuban experts on
housing policy matters applied by the author
are compared to the new economic order
introduced by the guidelines for the 6th Party
Congress. First implementations of these
guidelines into laws, decrees and rules are
inserted and discussed.
