Abstract

Abstract: The contributions made from tourist planning are true, but reality shows
that citizen experiences are not enough to success. So it is impòrtant to reverse the process, identifying the citizen´s needs to use services and analyzing tourism
as an opportunity for local development through the the use of means to overcome
this situation. The research makes use of different approaches: dialectic,
statistical and the systemic approach. As a main conclusion, the model shows
the animation proposals, the indicators for the study of city services and extrahotelkeepers that contribute to the diagnosis of the information, based on a
study of potentialities and an economic assessment.
