Propuesta urbanística para mitigar los efectos de la subida del nivel del mar en España

RESUMEN: En este trabajo se proponen diferentes medidas desde el planeamiento urbanístico ante las consecuencias futuras de la subida del nivel del mar para las costas españolas. Pese a las recientes modificaciones de la Ley de Costas, en breve será preciso elaborar un nuevo marco normativo consecuente con este fenómeno. Para ello, será preciso identificar el riesgo de afectación de las edificaciones actuales en función de su distancia a la línea de costa y tasas de erosión registradas. A partir de la clasificación en cuatro tipologías, en este trabajo se propone tres líneas de actuación para cada una de ellas: a) medidas de proyecto, que afectan al diseño proyectual de las edificaciones, b) medidas constructivas, sobre materiales de construcción utilizados, así como sistemas y detalles constructivos de las edificaciones y c) medidas urbanísticas y de planeamiento, que consisten en reducir la edificación existente, así como limitar la edificación de nueva obra.
ABSTRACT: The aim of this paper is to propose different measures from urban planning to face the sea level rise in the Spanish coasts. Despite the recent changes to the Coastal Law, a new legal framework will soon have to be developed, consistent with this phenomenon. It will be necessary to identify the risk of affecting these phenomena of the current buildings based on their distance to the coastline and the erosion rates recorded in the last decades. Based on the classification in four typologies, three lines of strategies and essential measures for each one are proposed in this paper: a) project measures, affecting the design of projects buildings, (b) constructive measures, involving the used construction materials, as well as the building systems and c) urban planning and planning measures, which consist on the implantation and relocation of the buildings within the plot, as well as limiting the construction of new building.
