Los usos artificiales del espacio de interfaz urbano- rural de Buenos Aires

Resumen: Los principales instrumentos con los que se cuenta hoy para intervenir sobre los espacios de interfaz urbano-rural (I-UR) son los códigos y/o planes urbanísticos. En Buenos Aires, el Código de Ordenamiento Territorial (Decreto Ley 8912/77) es la expresión normativa del Plan Director (1962). La I-UR de Buenos Aires está normada por un instrumento cuyos conceptos corresponden a ideas urbanísticas de hace más de cuatro décadas. Para poder llegar a planificar la distribución actual de usos de suelo es necesario comprender qué está sucediendo en él. Para ello, se identificaron las principales premisas de distribución actual de usos de suelo determinadas por el Código de Ordenamiento Territorial y se realizó un estudio cuantitativo de los usos artificiales actuales de la I-UR. Los resultados muestran que se debería definir para los diferentes sectores de este territorio una mezcla racional de usos de suelo en función del grado de mixtura de usos apropiado.

Abstract: The main instruments that exist today to intervene on the urban-rural interface (UR-I) spaces are the codes and/or urban plans. In Buenos Aires, the Territorial Organization Code (Law8912/77) is the normative expression of the Director Plan (1962). The UR-I space of Buenos Aires is regulated by an instrument whose concepts correspond to the urban ideology of more than four decades ago. In order to be able to plan the current distribution of land uses, it is necessary to understand what is going on in it. For it, the author identified the main premises of current distribution of land uses determined by the Territorial Organization Code and realized a quantitative study of the artificial land uses of the UR-I space. The results show that it would be necessary to define for the different sectors of this territory a rational distribution of land uses according to the appropriate grade of mixture of uses.
